Provincial governments to be graded on Beautiful China performance
Authorities in Beijing have unveiled new measures to assess the performance of provincial-level governments in implementing the Beautiful China initiative.
Issued by the Communist Party of China Central Committee and the State Council, the measures aim to advance the initiative on all fronts, promote green and low-carbon development, and achieve a comprehensive improvement and fundamental transformation in the country's environmental standards.
The assessment will adopt a 100-point scoring system, with its results are classified into four grades - excellent, good, passed and failed - according to the document.
It said the office of the leading group for the Central Ecological and Environmental Protection Inspection and the Organization Department of the CPC Central Committee, in collaboration with other relevant departments, will formulate detailed scoring rules for the assessment.
The assessment will cover the implementation of responsibilities for the initiative, the progresses in realizing annual major targets and fulfilling annual priority tasks, as well as fund utilization performance and public satisfaction levels.
The annual major targets encompass, for instance, the state of the atmospheric environment, water and marine ecological environments, the soil ecological environment, and ecological quality, along with the prevention and control of solid waste pollution.
Provincial-level governments that fail the assessment should propose corrective measures promptly and complete the rectification within required timeframes, it stressed.
Principal heads of provincial-level Party committees and governments will be subject to being summoned by the Organization Department of the CPC Central Committee and the office of the leading group for central ecological and environmental protection inspection if rectification is not completed within the prescribed period.
The CPC Central Commission for Discipline Inspection and the National Commission of Supervision, together with the Organization Department of the CPC Central Committee, shall, where accountability is required, pursue responsibility in accordance with regulations and laws.
Previously, the central authorities had unveiled guidelines to comprehensively promote the development of a Beautiful China in early 2024.
By 2027, China will have seen a continuous decrease of the total discharge of major pollutants and improvement of the quality of its ecological environment, according to the guidelines.
By 2035, green methods of production and ways of life will have been developed broadly, carbon emissions will have peaked and be in steady decline, and the country's ecological environment will have improved fundamentally.
