From December 1st to 5th, President Xi Jinping pays state visit to Zimbabwe and South Africa and presides over China-Africa Cooperation Forum in Johannesburg by invitation. This is Xi's second time in Africa after his inauguration. Reports from public media showed that President Xi has given many "sincere talks" to "African brother" in many different occasions since 2013 and applauded for the stories between China and Africa.

"Sincere talks" to "African Brother"

Tanzania is Xi's first stop on his African tour. President Xi Jinping delivered a speech named "Remaining Reliable Friends and Faithful Partners Forever " at the Julius Nyerere International Conference Center in Dar es Salaam, and summarized Sino-Africa relations with "genuine, honest, close and sincere".

Xi said that the traditional relation between China and Africa was very precious, which is something we must cherish. China always considers cooperations and unification with African countries as important foundation of China's diplomatic policies. This won't change with China's development and its uplifting international status. Xi also said that China devotes to tie African development with Chinese development and African people's interests with our people's interests. Xi Jinping promised to loan 20 billion US Dollars to Africa within three years and implement" nation-to-nation, region-to-region cooperation in infrastructure construction", and actively carry out " Plan for African Talents".

Xi Jinping said that the understanding between the two people was achieved by deep dialogues and pragmatic actions, but China and Africa also need to confront their new conditions and problems with honesty. China and Africa should solve these new problems with mutual respect and win-win cooperation.

In May,2013, Xi Jinping mentioned at the fifth meeting with leaders of BRICS, that efforts should be made to develop economy, to improve people's livelihood, to manage well their own countries and then to improve the world economy. He said that China and BRICS should support Africa in strengthening development,accelerating integration, and achieving industrialization, and make African economy the new star in the world economy. During this meeting, Xi also introduced the developing condition of China. He pointed out that China will

continuously consider development as the first priority and tie Chinese people's benefit with the world, and make joint efforts to improve World economy.
