If the bullying causes injury or death, then yes - however, if the bully just needs a good smack on the nose there should be no other punishment. I think bullying should be a crime in every state if a death should occur the people causing the bullying should be charged with the death of the person they bullied. It would stop other bullying around the world if they got time for their bullying.
