I personally witnessed the ineffectiveness of banning begging whilst living in Geneva. As a police officer approached, all the beggars would disperse except for one who would take the fall. Then within the hour all the beggars would return to continue begging. The only way to stop beggars returning to public spaces to beg for money is to educate patrons not to give any.
