The year 2020 was the year to finish building a moderately prosperous society in all respects and it was also the final year of the 13th Five-Year Plan (2016-20) period. Facing the severe combined impact of the sudden COVID-19 epidemic and a deep global economic recession, Jiading ramped up efforts to turn the district into a modern, dynamic, and stylish city by sticking to innovation-driven and integrated development.

1.Put people's lives first and tightened COVID-19 epidemic control measures

Made well-coordinated control efforts

While making an all-out effort to contain the COVID-19 pandemic, the Jiading government acted with a keen sense of responsibility to humanity and its people. Jiading established the group for novel coronavirus prevention and control, as well as launched a resolute battle to prevent and control its spread.

Government officials were asked to take part in the fight against the COVID-19 pandemic on the front lines, while six medical workers were sent to assist Wuhan. Jiading residents stood together in the most trying of times, donating money and materials to Hubei province.

Adopted vigorous measures to prevent the import and resurgence of COVID-19 cases

Making people's lives and health its first priority, Jiading asked fever clinics to ensure services to patients from the beginning to the end of the pandemic, ensuring that every febrile patient had the right to be treated. Nine nucleic acid testing bases were set up in Jiading, with the district's daily testing capacity raised to 20,000 samples.

Took strict measures to prevent imported COVID-19 cases 

To control any inbound COVID-19 cases from overseas, Jiading strictly enforced its border health and quarantine rules to ensure a full, closed cycle of management of all arrivals from their entry at the border to the doorstep of where they would be staying.

The government also issued strict regulatory guidelines to supervise imported cold-chain foods, in an effort to strengthen supervision and to curb the risk of COVID-19 infections, as well as to ensure smooth and efficient circulation of goods.

Implemented regular epidmeic prevention and control measures

Jiading approved guidelines on improving both the mechanism for preventing and controlling major epidemics, as well as the public health emergency response and management system. Specific programs were launched in response to the epidemic situation in the coming autumn-winter season, while work on the COVID-19 inoculation of key groups was launched in the district.

The patriotic public health campaign was carried out and the "Healthy Jiading" project was promoted in an effort to effectively prevent and control infectious and chronic diseases, as well as improve people's health. The district accelerated the construction of four regional medical centers, while a number of new hospitals, such as Jiaoqiao Hospital and New Anting Hospital, completed construction and were put into operation.
