11月20日，由國(guó)際救助兒童會(huì)、北京博源拓智兒童公益中心、壹基金、北京市社會(huì)組織發(fā)展服務(wù)中心、北京市協(xié)作者社會(huì)工作發(fā)展中心聯(lián)合舉辦的聯(lián)合國(guó)《兒童權(quán)利公約》28周年紀(jì)念暨《一線兒童工作者能力素養(yǎng)與行為準(zhǔn)則指南》發(fā)布及倡導(dǎo)活動(dòng)在北京舉行。

A guideline detailing the skills needed by adults who provide charity services to children - such as day care, physical therapy and education - was jointly released by five social agencies in Beijing, based on the United Nations Convention on the Rights of the Child.
五個(gè)社會(huì)組織在北京聯(lián)合發(fā)布指南，詳細(xì)列出從事日常照料、物理治療以及教育等兒童公益服務(wù)人員必備的行為技能，該指南是基于聯(lián)合國(guó)《兒童權(quán)利公約》的基本原則制訂的。

《指南》共包括三個(gè)重要部分，即一線兒童工作者十大核心素養(yǎng)（key qualities）、十大專業(yè)能力（professional skills）以及具體的行為準(zhǔn)則（behavioral standards）。

一線兒童工作者十大核心素養(yǎng)

認(rèn)同（identification）、正直（integrity）、責(zé)任（responsibility）、協(xié)作（coordination）、溝通（communication）、表達(dá)（expression）、專業(yè)（professionalism）、抗壓（pressure-proofness）、恒心（perseverance）、發(fā)展（development）

一線兒童工作者十大專業(yè)能力

明確理念（having a clear understanding of principles）、熟悉政策（being familiar with policies）、管理項(xiàng)目（managing projects）、評(píng)估需求（assessing demands）、了解兒童（knowing children）、建立關(guān)系（establishing connections）、引導(dǎo)行為（guiding behavior）、順應(yīng)變化（adapting to changes）、支持參與（supporting participation）、樹立榜樣（setting good examples）

行為準(zhǔn)則：

始終考慮兒童的最大利益
always considering the children's best interest

遵循非歧視原則
avoiding discrimination

最大限度地保護(hù)兒童、促進(jìn)身心發(fā)展
sparing no effort to protect children and help them with mental and physical development

傾聽與尊重兒童的意見
listening and showing respect
