"We shall provide particular and preferential protection and safeguard minors from being injured. In emergencies, rescuing minors shall be a priority," he said.

The past 30 years saw significant changes and developments in terms of human rights protection. "This new legislation is just a step forward, but it represents the improvement of our understanding of the protection of minors," he added.

Not only legislators but also firefighters welcome this regulation.

Chen Jun, senior engineer of Shenyang's fire brigade said: "Firefighting is high-risk and professional work. Even firefighters must receive training to carry out rescues."

Fire accidents are becoming increasingly complex and dangerous in downtown areas. Skyscrapers, subways and hazardous chemical explosions are three challenges for firefighters, Chen said.

"Minors and also adults should report to the fire brigade rather than fighting the blaze themselves," he suggested.

Chen said schools and rural areas should strengthen safety education and pay attention to the regulations.

Liu Hong, a primary school teacher in Shenyang, said her school has started training children how to escape from natural disasters and inform parents as soon as possible.

"I want to tell them self-help is more important than anything else."
