Xi's article on carrying out guiding principles of key Party plenum published
An article by Xi Jinping, general secretary of the Communist Party of China Central Committee, on studying and implementing the guiding principles of the fourth plenary session of the 20th CPC Central Committee was published on Friday.
The article by Xi, who is also Chinese president and chairman of the Central Military Commission, was published in this year's ninth issue of the Qiushi Journal, a flagship magazine of the CPC Central Committee.
The article is a transcript of a speech delivered by Xi at a study session for principal officials at the provincial and ministerial levels.
In the article, Xi underscored the significance of formulating and implementing five-year plans, describing them as a key political strength of China's governance system. He called for a comprehensive, in-depth and accurate understanding of the strategic arrangements made at the fourth plenary session, urging officials to remain alert to evolving domestic and international conditions.
Effective analysis of the situation, he noted, requires both a holistic view of all factors and a sharp focus on changes of critical factors.
Xi stressed the need to solidly advance the development of a modern industrial system, aiming for an overall upgrade of China's industrial structure.
Premier calls for speeding up construction of the national water network
Premier Li Qiang has called for accelerating the construction of the main framework of the national water network to provide fundamental support and key guarantees for socioeconomic development.
Li made the remarks during a fact-finding trip to the Guangxi Zhuang autonomous region from Wednesday to Friday, during which he visited Nanning, Qinzhou and Beihai.
The premier said water network construction is a strategic move to improve flood prevention and disaster mitigation capacity, optimize the allocation of water resources and safeguard national water security. It also serves multiple functions, including transportation, ecological conservation and tourism, he added.
Li also stressed the need to upgrade water conservancy infrastructure and advance its digital transformation to enhance overall network efficiency.
During the trip, Li learned about Guangxi's flood prevention preparations and urged all-out efforts to safeguard people's lives and property.
