China will establish a corporate reporting system for new energy vehicle fire incidents, as the country tightens the oversight of electric vehicle safety following a fatal crash involving a Xiaomi sedan, a senior official of the State Administration for Market Regulation said at the 2025 World Intelligent Connected Vehicles Conference on Friday.

To strengthen oversight, China plans to roll out a new recall regulatory framework including the fire-incident reporting regime, a remote upgrade reporting system for vehicles, and pilot "safety sandbox" regulation for autonomous and connected vehicles, said the regulator.

As of September this year, China has conducted 3,230 auto recalls involving about 120 million vehicles. Among these, 652 recalls — affecting 63.78 million vehicles and accounting for 53.18 percent of recalled units — were triggered by investigations led by the market regulator.

In 2024, some 2.56 million vehicles were recalled for assistance-driving system faults, making up 23 percent of the total recalls.
