Xipi Village of Fu'an City, located near Yantian Port along the southeast coast of Ningde City, lies against the mountains and faces the sea. It is a pure fishery village where the "Gipsy boat people" of Fu'an City have settled down together and become a pilot and demo village at a provincial level for rural revitalization.

The village has a sea area of 5,000 mu and a tidal flat area of 3,000 mu. In 2020, the villagers netted a per capita income of 23,175 yuan, and collectively 1.52 million yuan, realizing a gorgeous turn from a poor fishery village once to its present fame of "A National Civility Village/Township" , "The Most Beautiful Fishery Village of the Nation", "The Demo Village of the Rural Governance of the Nation" etc.

At the beginning of 2021, the village was designated by the Poverty Alleviation Office of the State Council as one of the first-batch inspection sites of the national poverty elimination.
