Should universities have a buddy program for intl students?

Very easy solution -- the buddy policy should separate male and female participants. Foreign men with native male students, and foreign women with native female students. The university didn't describe in detail what the buddy policy is for or its duration. Is it just to have native students assist the foreigners in communication with locals and understanding local culture and hospitality for their whole period of study or only for the first year?
