What is there for uproar? This is by far the best legislation against irresponsible dog owners and there are plenty of them in China! Hope this is replicated throughout China; and be sure to prohibit them taking their filthy dogs into shopping malls and supermarkets (for public safety and public health reasons), something they have been doing with impunity, because greedy shopkeepers want their money but close an eye to their transgression of the law!
