The development and opening-up in Liangjiang New Area

About a month and a half ago, Chinese Premier Li Keqiang came to Guoyuan Port. When he learned that Guoyuan Port was the pivotal port for inland water navigation, railways and highway transportation, Premier Li gave many expectations to this port. He encouraged the workers to work hard to display the high level of the biggest port and high quality of its workers.
People in Liangjiang New area are now trying their best to build up Guoyuan Port. As an important open platform, it is also accumulating energy for the development and opening-up in Liangjiang New Area.
1. Inland portal setting sail
According to governmental policy, important inland opening-up portals are gradually being put together.
The first-stage project of Guoyuan Port was completed in November 2010. Two bulk cargo berths and a corresponding land yard were built. The second-stage and third extension project were put into use in December, 2013.
Lianglu-Cuntan Bonded Port Area has been a leader in opening up to the outside world in Liangjiang New Area. Chongqing Jiangbei International Airport is the economic core area in Liangjiang; and the opening-up platforms, including a bonded port and airport, have become the engines for economic development. GDP in Liangjiang New Area increased from 79.8 billion yuan ($ 12.776) in 2009 to 165 billion yuan in 2013. Scalable industrial output value increased from 121.1 billion yuan to 349.2 billion yuan.
2. Attracting investors with a sound infrastructure and numerous industries

A large number of famous enterprises at home and abroad are flocking in to invest in Liangjiang New Area, including Honeywell, GE, SK, Chang’an, Thyssen Krupp, and so on. Since the establishment of Liangjiang New Area four years ago, the number of investment contracted projects has reached 1395 and the investment volume has been 591.5 billion yuan. The actual use of investment capital has exceeded 425.8 billion yuan.
3. Exploring reforms and releasing the bonus
Taking a global perspective, and using strategic concepts, Liangjiang New Area has over the past year accelerated the reform of administrative examinations and its approvals system. Matters dealing with Liangjiang New area are being handled by Liangjiang while power has been devolved to Liangjiang New area in economic development, exploitation and construction together with its fiscal system. And Liangjiang is also endowed with municipal administration authority of Chongqing.
