State Office for Deepening Reform in Liangjiang New Area opens

As a State-level district, Liangjiang New Area is expected to take actions to comprehensively deepen reform in economic, scientific and other fields. Reporters learned from the Liangjiang New Area administrative committee that they are actively exploring and striving for a national deepening-reform pilot district on March 10. Presently, three actions have been carried out, including releasing Opinions on Deepening Reform and Grasping the Spirit of the Third Plenary Session, clarifying Liangjiang’s development direction, setting up a State office for deepening reform and forming task groups.
Ling Yueming, member of the Liangjiang municipal committee, secretary of the Party working committee of Liangjiang New Area, and director-general of the administrative committee of Liangjiang New Area, serves as the leader of the State Office for Deepening Reform of Liangjiang New Area.
Regarding reform policies of innovative industries, Liangjiang New Area will explore development models and build industrial clusters. Meanwhile, consideration is being given to loosening the limits on foreign equity for typical manufacturing industries like automobiles, alternative energy and general aviation.
On building a new economic structure, Liangjiang New Area will take actions on multiple fronts. It will carry out a foreign investment access pilot program, establish a platform for e-commerce across the border, and speed up construction of port infrastructure.
On improving the financial market system, several moves will be taken: establishing an experimental area for RMB business; expanding the scope of the pilot for the management of the centralization of foreign exchange; setting up Liangjiang’s financial institutions; and promoting funds to contribute to the development of Liangjiang.
On deepening reform of the system for dealing with professionals, Liangjiang will build a science and technology financial coalition to vigorously develop the technology industry. On pushing forward the reform of a land reserve system, Liangjiang will improve land use efficiency; speed up the steps to reform State-owned enterprises; promote a new pattern of urbanization; blaze new trials in social management structure; and further optimize reform measures.
