On April 18, 2014, the Intellectual Property Joint Conference Office of Shanghai City released the Shanghai Intellectual Property White Paper in 2013.

The White Paper included seven parts, which were intellectual property laws, regulations and policies, intellectual property creation, utilization, protection, management, service, cultural construction and talent cultivation.
