Article 1 These Measures are formulated for the purposes of promoting construction of the core functional area of the Shanghai International Trade Center, promoting innovation and development of the trade industry and tourism, further improving the modern commodity circulation market system, expanding innovation and enhancing development energy levels.

Article 2 The “newly brought-in” enterprises referred to herein mean enterprises which have business registration in Pudong New Area after January 1, 2011 and whose taxation account administration is located in Pudong New Area. The “newly confirmed” enterprises mean enterprises which have industrial and commercial registration in Pudong New Area before January 1, 2011, whose taxation administration is located in Pudong New Area, and who enjoyed policies upon confirmation and approval after January 1, 2011. The “current” enterprises mean enterprises still existing at present with industrial and commercial registration prior to January 1, 2011 in Pudong New Area and whose taxation administration is located in Pudong New Area.

Article 3 When subsidies are specifically granted to an enterprise according to its contribution to Pudong New Area as provided herein, it is required to comprehensively consider actual development demand, economic contribution, technical innovation, employment promotion, energy savings and emission reduction, social credibility, production safety and other factors of the enterprise. The administration will perform comprehensive assessment and evaluation pursuant to a contribution evaluation index system for the enterprise.

Article 4 Pudong New Area focuses on high energy level trade enterprises. Certain subsidies will be granted to newly brought-in operating centers and other head office trade enterprises within five years according to their contribution to Pudong New Area. Certain subsidies will be granted to newly confirmed operating centers and other head office trade enterprises within five years according to their new contribution to Pudong New Area.

Article 5 Pudong New Area supports development of new types of international trade businesses. Certain subsidies will be granted to current and newly brought-in trade enterprises within six years according to the contribution to Pudong New Area made by international trade businesses if they are confirmed.

Article 6 Pudong New Area promotes construction of public trade service platforms. One-off subsidies will be granted in certain proportion to platform building expenses and annual maintenance and operating expenses for newly confirmed enterprises operating bulk commodity and specialized e-commerce public service platforms and specialized international import and export trade platforms.

Article 7 Pudong New Area promotes development of new business models and new businesses. Certain subsidies will be granted to newly brought-in e-commerce enterprises and e-commerce information technology service enterprises within five years according to their contribution to Pudong New Area.

Article 8 Pudong New Area promotes clustering of internationally-renowned brands. Certain subsidies will be granted to newly brought-in general distributors (agents) of internationally-renowned brands within three years according to their contribution to Pudong New Area.

Article 9 Pudong New Area promotes prosperity of the professional market. Certain subsidies will be granted to newly brought-in enterprises in professional element markets in Pudong New Area within three or five years according to their contribution to Pudong New Area if they are confirmed.

Article 10 Pudong New Area encourages development of large commercial enterprises. Certain subsidies will be granted to newly brought-in head offices of large trade service and chain operation enterprises within five years according to their contribution to Pudong New Area if they are confirmed. Certain subsidies will be granted to newly brought-in large commercial retail enterprises within three years according to their contribution to Pudong New Area if they are confirmed.

Article 11 Pudong New Area supports clustering of businesses in commercial circles. Certain subsidies will be granted to newly brought-in commercial retail and service enterprises in newly planned central commercial circles, unique commercial circles and urban complexes which conform to commercial plans and the business orientation of Pudong New Area within three years according to their contribution to Pudong New Area if they are confirmed. Certain awards will be granted to unique or demonstrative business areas confirmed by the State or Shanghai upon approval.

Article 12 Pudong improves commercial auxiliary facilities of industry parks. In national-level and city-level development zones:

(1) Upon approval, certain one-off decoration subsidies will be granted to large famous catering, sports and bodybuilding enterprises which are newly brought in and fill in area deficiencies;

(2) Upon approval, certain rent subsidies will be granted to catering, leisure and recreation, convenience services, sports and bodybuilding enterprises which are newly brought in and fill in area deficiencies;

(3) Certain subsidies will be granted to commercial retail enterprises within three years which are newly brought in and registered and actually carry out business if they are confirmed;

(4) Upon approval, certain awards will be granted to enterprises investing in construction of large facilities according to spatial capacity of commercial facilities when the commercial facilities open for business overall;

(5) Upon approval, certain awards will be granted for buildings of a certain scale for necessary commercial auxiliary businesses.

Article 13 Pudong New Area supports enterprises in expanding their international market, reducing international trade risks and expanding financing channels. Where an enterprise in Pudong New Area procures goods trade and service trade and export credit insurance from Shanghai Branch of China Export & Credit Insurance Corporation, support will be provided pursuant to relevant provisions of Shanghai. Where an enterprise procures domestic trade credit insurance, service trade and export credit insurance and purchases credit investigation reports, subsidies will be granted in certain proportion to the expenses actually paid. Auxiliary financial aid will be provided for enterprises enjoying financial aid from the Ministry of Commerce for small and medium-sized enterprises to explore international markets.

Article 14 Pudong New Area supports enterprises in participating in important domestic and foreign exhibitions. Where an enterprise participates in an overseas important exhibition led and organized by the government, auxiliary financial aid will be granted in certain proportion to the exhibition stand expenses actually incurred. Where an enterprise participates in a domestic important exhibition led and organized by the government, certain financial aid will be granted according to special decoration expenses and exhibition participation expenses actually incurred.

Article 15 Pudong New Area improves the energy level of the tourism industry. Where an enterprise newly receives the title “City-Level Tourism Brand of Shanghai” through evaluation, auxiliary subsidies will be granted in proportion according to tourism industry fund subsidy standards of Shanghai. Certain awards will be granted to newly evaluated scenic spots above 3A level and newly evaluated green tourist restaurants.

Article 16 Pudong New Area promotes bringing-in large tourism enterprises. Certain subsidies will be granted to newly brought-in large tourism enterprises which conform to tourism industry planning and reach a certain total investment amount within five years according to their contribution to Pudong New Area if they are confirmed.

Article 17 Pudong New Area cultivates and supports important commercial tourism activities and innovative tourism products. Certain subsidies will be granted to the organizer of important commercial tourism activities and innovative tourism products if they are confirmed.

Article 18 Pudong New Area encourages current enterprises to continuously operate and expand their scale. After the original financial support enjoyed by them expires, certain subsidies will be further granted after reexamination within five years according to their contribution to Pudong New Area.

Article 19 Pudong New Area encourages important building owners to consolidate resources. Certain awards will be granted to building owners who provide services for attracting enterprises, facilitating settlement of enterprises and maintaining steady development of the settled enterprises in Pudong New Area.

Article 20 Supplementary Rules

(1) Where both relevant support provisions of higher authority and these Measures are applicable, the support provisions of higher authority shall always be implemented first. In case of inadequacy compared with these Measures after implementation, these Measures may be implemented as a supplement. The same support recipient may receive more favorable support but may not receive overlapping support.

(2) Enterprises enjoying support herein shall continuously operate in Pudong New Area for more than 10 years from the year it receives support. If a support recipient is far from meeting comprehensive index assessment provisions, its qualification for financial support may be revoked and the financial subsidies already granted may be withdrawn.

(3) These Measures shall be implemented as of the day of promulgation.
