(1) To build an innovative financial trade center During the 12th Five-Year Plan (2011-15), the Lujiazui Financial and Trade Zone would improve its production-oriented services and provide support for national economic development.

(2) To set China’s downtown model As the central commercial district of Shanghai, the Lujiazui Financial and Trade Zone plans to attract more modern financial businesses and trade services to boost industrial development, urban informatization, and government administration.

(3) To form high-level shipping services cluster for Shanghai The Lujiazui Financial and Trade Zone would strengthen its shipping services for Waigaoqiao, Yangshan, Beilun, Zhenjiang ports by expanding them.

(4) To initiate more construction for the financial city

The Lujiazui Financial and Trade Zone will innovate mechanisms over policy-making, environment construction, as well as operations and management to enhance its urban competitiveness with financial shipping services that would coincide with Chinese characteristics by 2020.
