Chapter 6 Trademark IT Development

1. Introduction

SAIC paid high attention to the construction of information technology. By applying hi-tech means, including digitization, information and internet, to build comprehensive business platform, public service platform, and inner administration platform, CTMO utilized modern information technologies to improve its work efficiency, upgrade its staff and social service and publicized governance process. Since 1994, CTMO had finished the first two terms of construction, and the internet service system of the third term, forming a preliminary trademark examination system and on-line service network.

With the support of SAIC leaders and a 15-years’ effort of CTMO and SAIC information center, China’s trademark IT development made dramatic achievements. In 1994, the first term of trademark and administration automation project was put into operation, achieving the target of automatic trademark search and query, marking the beginning of China’s trademark registration and administration automation.

By the end of 2001, the second term of trademark registration and administration automation was operated, farewell to paper-based examination procedure, representing a revolution of China’s trademark registration and administration.

In 2003, the objectives of the third term was determined: on-line publication, on-line search, on?line application and on-line payment, realizing a comprehensive improvement of automation level. In December 2003, CTMO began to rolling release 12 issues of trademark gazettes for trademark opposition on CTMO website, and one year later, CTMO released trademark opposition decisions online, realizing the first target of the third-term construction.

In December 2005, CTMO opened free on-line searching service, realizing the second target of the third term.

In December 2006, CTMO started the pilot operation of online application.

February 10th, A Training Class for Trademark Online Application started.

In January 2009, CTMO declared the Interim Provision on On-line Trademark Application, and opened to trademark agent on-line application system, realizing the third target. Now, China’s trademark information technology is going smoothly, with the aim to reach international level.
