Every country has obnoxious and rude tourists, the problem with China is it has more people than any other country, meaning it also has more obnoxious and rude people than any other country (in number, proportion being the same). So after that it's a matter of perception. When you have a group of 20 people in front of you and two of these people are misbehaving, people consider the whole group is misbehaving.
