The Urumqi Economic and Technological Development Zone (Toutunhe District), or UETD, is located northwest of Urumqi in the Xinjiang Uyghur Autonomous Region. Between the zone and the city of Changji is the Toutun River.
Against the southern front hill of the north piedmont of Tianshan Mountain, it joins with Liushihu township in Urumqi county to the north. It has a planned management area of 480 square kilometers.
UETD has become a multifunctional integrated park that incorporates a State-level economic and technological development zone, State-level export processing zone, corps-zone cooperative area, second-class port, bonded logistics center, export warehouse and public bonded warehouse.

UETD also is integrated with Xinjiang Science and Technology Innovation Park, Xinjiang Software Park, Xinjiang Returned Overseas Students Pioneer Park and the University of Science and Technology Park, as well as a unique development zone.
Investment projects from 18 Fortune 500 companies and 40 "Enterprise Top 500" enterprises in China have settled in the zone. Among the operations are those representing: Goldwind Science & Technology Co Ltd (China's largest wind power equipment manufacturing enterprise), Baosteel Group's Xinjiang Bayi Iron & Steel Coca-Cola Co, Master Kong, Conch Profiles, CNPC Group Western Drilling Engineering and Hongyun Honghe Tobacco Group.

The "big projects" development orientation of UETD has led to the introduction of large enterprises to achieve scale and the clustering of seven large bases. Those seven include China's largest wind power equipment manufacturing base, the largest metallurgical industrial base and export processing base in the Northwest, and Xinjiang's No 1 food and beverage processing and manufacturing base. The park is also home to a machinery and equipment manufacturing base, modern logistics base, and business headquarters base.
The Ministry of Industry and Information Technology and the Ministry of Science and Technology awarded UETD the title of "national equipment manufacturing (energy and equipment) new-type industrialization demonstration base" and "national wind power equipment high-tech industrial production base".
UETD is at the vanguard of a new future for industrialization and economic development in Urumqi and the Xinjiang Autonomous Region.
