Ensuring and improving people's well-being

The Tai'an government has scheduled to do 10 practical things to improve people's well-being, covering medical insurance, drinking water safety, renovation of nursing homes in rural areas, shantytown transformation, improvement of kindergartens in urban communities, road construction, building of township health centers, renovation of old residential communities, transformation of farmers' markets, and renovation of the Tai'an High-speed Railway Station.

The city will pay more attention to employment and social security work. Programs for vocational skills training will be carried out to help college graduates, ex-servicemen and rural migrant workers to take up an occupation. It is planned that 40,000 new jobs will be created in the city's urban areas in 2019.

The social security system will be improved to gradually increase the endowment insurance for employees. Preferential treatment will be given to insured residents over the age of 65, and the minimum standard of the basic old-age pension shall be adjusted at least once every five years.

Besides, the city will develop a community service industry for the aged. It is expected that in 2019 there will be 2,000 newly added beds in the city's nursing homes, and 10 model day care centers in the community for the elderly will be built up.

The city will give priority to developing education. It will take measures to promote the high-quality and balanced development of compulsory education among different districts. A total of 19 middle and primary schools will be built, reconstructed and expanded in 2019. Measures will be taken to ensure that children of migrant workers in the city can receive equal access to compulsory education.

The vocational education system will be also improved. The city supports the industrialization development of vocational colleges, and encourages social forces to run education businesses in various forms.

The city will also promote the stable, sound and coordinated development of medical and health services. It will accelerate the establishment of modern hospital management and hierarchical medical systems, and promote the all-round reform of public hospitals.

More first-aid medicines will be covered by medical insurance to reduce the heavy burdens of people seeking medical care. By giving full play to the city's featured traditional Chinese medicine (TCM), Tai'an will promote the development of the industry and build a TCM-related brand with great influence.

The city will develop other kinds of social undertakings. It will speed up overall planning for the protection, inheritance and development of Mount Tai culture. Cultural projects for the people, including sending opera performances to rural areas and holding civil reading activities, will be implemented in the city.

Efforts will be also stepped up to protect historic and cultural relics and improve the city's ability to provide security protection of relics.
