The top court of Qinghai province has established their judicial powers on maintaining social harmony and stability, contributing to building a safe Qinghai under the rule of law, said a top official of the northwestern region's highest court.

"The courts in Qinghai have faithfully fulfilled their obligations bestowed by the law and made concerted efforts to complete the annual judgment and enforcement work," said Chen Mingguo, president of Qinghai Higher People's Court, at the "Justices' Talks", a program hosted by the information bureau of the Supreme People's Court and chinacourt.org in March.

A two-year long special campaign proved to be fruitful for overcoming difficulties in court orders enforcement and all the core indicators used to evaluate court enforcement and settlement work were reached, said Chen when introducing the achievements of the province's courts in 2018.

All levels of courts in Qinghai have been committed to ensuring procedural and substantive justice through careful trial of each case, improving the supervision and management of trials, optimizing the allocation of resources, and ensuring a smooth judicial reform.

The courts also paid attention to building clean governmental organs with rules and regulations and intensified intelligent techniques as guarantees by building a technical network to handle cases.

In 2018, Qinghai's courts have taken on 97,229 cases, an increase of 12.02 percent over the previous year, and closed 87,986 ones, a 12.08 percent increase year on year, added Chen.

A social survey conducted by the provincial politics and law committee showed that 90.29 percent of the general public in Qinghai was basically satisfied with their courts' service, a satisfaction rate higher by 5.42 percentage point compared to the previous year.

The Qinghai provincial top court's annual work report was passed at a record high rate of 98.17 percent at the third session of the 13th Qinghai Provincial People's Congress in 2018.

Chen admitted Qinghai's grassroots courts still face tough recruitment and talents problems and said they may struggle for some policy support or offer privileges for judges who would like to stay.
