Jiading continues with social development
As a sub-district of Shanghai, Jiading experienced rapid development and innovation in areas such as education, health care, employment, social welfare and governance during the 12th Five-Year Plan (2011-2015).
The district has won the honoray titles of "Shanghai Civilized Sub-district", "Shanghai Public Cultural Service Demonstration Zone" as well as being nominated as a National Civilized Sub-district.
Education
With a stable improvement in education, a balanced system has been established in the district. Newly opened schools include the High School Affiliated to Shanghai Jiao Tong University (SJTU), Jiading, Shanghai HuaEr Private Middle School and Soong Ching Ling Kindergarten.
Healthcare
A tertiary healthcare system has been built in Jiading. Ruijin Hospital North affiliated to SJTU's School of Medicine and Shanghai Eastern Hepatobiliary Surgery Hospital have both been put into service.
Employment and social welfare
From 2011 to 2015, 166,000 jobs were created in the district. The number of unemployed people registered in cities and towns has been kept within a manageable figure set by the Shanghai municipality. A total of 2,362 nursing home beds were added and the minimum pension standard in rural areas was raised to 810 yuan?($121)?a month. The average annual growth in the per capita disposable income of urban and rural residents increased by 10.8 percent and 11.1 percent, respectively over the past five years.
Construction of public cultural and sports facilities
A series of public cultural and sports facilities including Poly Theater, cultural centers and a sports center have been built.
Governance reforms and innovations
Jiading government has actively streamlined its administrative approval system and working mechanism by establishing an administrative service center and small and medium-sized enterprises service center.
It has also promoted social governance innovation and strengthened social management at grassroots levels.
A comprehensive population control and management service system has been preliminarily established. Based on the data provided by the system, up to 2015, Jiading is home to 1.56 million permanent residents.
Reforms of public institutions including the bureau of market supervision and management have been completed. Reforms of State-owned enterprises, public schools, hospitals and other institutions are ongoing.
