As the province is currently on its way to revitalizing its old industries, the "Five points and one line" strategy will help shift the emphasis of its economic growth from the upcountry to coastal areas.
"So far, the construction of "the five points' - the cities of Huludao, Jinzhou, Yingkou, Dalian and Dandong - is moving forward smoothly," Zhao said.
The last three years have seen an annual GDP growth of 12 percent in Liaoning Province, while the growth rate reached 14.8 percent in the first six months this year. Further, the province used 66.7 percent more foreign capital in 2006 than in the previous year.
