Beijing's Chaoyang district is expected to become a top destination of global talent, according to its recently released long-term talent development plan.

By 2020, Chaoyang aims to achieve a talent-driven growth model by establishing a talent pool with a sufficient supply of world-class professionals, a better structure and a growing capacity for innovation, according to the plan.

Chaoyang's talent development strategy is a reflection of similar plans proposed by the central and local governments.

"It adopted three new indices - including contribution rate by talent, attractiveness to talent and satisfaction from talent - to gauge whether Chaoyang has successfully implemented the plan," said Gao Jingru, a senior human resources official in Chaoyang.

Chaoyang is considered the most open part of Beijing. It is home to the largest number of head offices of multinationals, foreign diplomatic missions and international organizations.

It already hosts China's largest community of international professionals, who have made great contribution to Chaoyang by bringing in more revenue through their businesses, advanced technologies and management expertise.

To maximize gains from these advantages, the local government will further promote Chaoyang's talent globalization process, Gao said.

One aspect of globalization is that it allows the district to attract more talented people from around the globe. On the other hand, local talent will be trained with the international insights and skills needed to do business globally.

To help improve the quality of both local and international talent, the Chaoyang government will develop various platforms to facilitate the sharing of information, resources and knowledge among professionals.

In addition, a number of industrial parks focusing on various strategic industries are also offering a base for talented people to start businesses, conduct research and make a successful career in Chaoyang.

More investment

Gao said the local government is increasing its investment in attracting and nurturing talent.

A special fund for talent development will be established with an annual budget of no less than 200 million yuan.

The fund will be mostly used for introducing and training in-demand professionals and to award those who have made great contributions.

The district government said its investment in talent development will total 2.5 billion yuan from 2010 to 2020.

In addition, the government will also use favorable policies to help talented professionals commercialize their science and technology achievements.

Higher learning institutions, research institutes and multinational companies are encouraged to launch R&D facilities in Chaoyang.

Creating a better living environment for talented people - including better residential, transportation, shopping, education, healthcare and recreation facilities - also tops the agenda of the district government.

Meanwhile, more businesses are encouraged to offer talent-oriented services, such as venture capital for new startups, intermediary organizations for training and job-hunting, insurance, and legal services.

Gao said Chaoyang is now overhauling its pillar industries, including finance, modern services and high technology, which will require the participation of leading talent and innovative teams.

Equal emphasis

However, Chaoyang's definition of talent is not limited to high-profile professionals.

Cheng Lianyuan, Party chief of the district, said Chaoyang's talent development plan should place equal emphasis on attracting high-profile professionals and people with practical skills, even those at the grassroots level.

"Those who work well in the ordinary posts - technicians, mechanics, salespersons, rural officials and even farmers - are also contributing greatly to our development and deserve a place in our talent plan," he said.

Cheng especially highlighted the role of village officials in the process of urban-rural integration.

Because urban areas of Chaoyang are expanding rapidly to the rural areas, village officials are tasked with new responsibilities in agricultural and industrial management.

He encourages those who have rich experience in managing businesses and government in the district to go to the countryside to help train management and technical staff for many villages in suburban Chaoyang.
