Hubei provincial government issued the Opinions on the Promotion of the Development of the Service Outsourcing Industry in August 2011, explicitly stipulating that the provincial financial departments shall, starting from 2012, allocate an annual special fund of 10 million Yuan to support the development of the service outsourcing industry.

When introducing the world's top 500 leading service outsourcing enterprises, governments at all levels shall take the method of "One Discussion for One Enterprise" to provide support for or solve problems concerning land use and financing during the settlement of enterprises. From July 1, 2010 to December 31, 2013, the enterprise income tax imposed on all the technology introducing service enterprises identified in the service outsourcing model cities in Wuhan shall be reduced to a rate of 15 percent.
