Ruzhou city's gross revenue grew to approximately 129 million yuan （＄20.5 million） with a year-on year growth of 22.2 percent. The general budget revenue came to 1.1 billion yuan, exhibiting a year-on-year rise of 25.8 percent.
Ruzhou city conscientiously implemented the Scientific Outlook on Development, promoted financial income work in a scientific, meticulous way and enhanced financial income growth quickly and smoothly to attain the goal of hitting a historical record.
Affected by policy factors, Ruzhou city faced great financial difficulties in 2011. In order to increase the revenue, the city strengthened their investigation and analysis of key enterprises and key sources of tax. They carried out tax l rectification activities, further regulated the city's receipt management of the food service industry, and implemented fiscal cash register devices to prevent tax evasion and tax fraud.
At the beginning of last year the non-tax department of Ruzhou city made great efforts for non-taxed income. Through these efforts, the non-taxed income of Ruzhou city in 2011 achieved a history record of 38.1 million yuan, with a year-on-year growth of 65.9 percent.
Since 2011, the finance, tax, land tax and other units in Ruzhou city have stood closely in the overall economic development and further optimization of tax services.
