The base, established in February 2008, is located in Anshun's development zone, with a total planned area of 3,898 hectares (38.98 million square meters). As of December 2011, it had had 202 hectares of expropriated lands, with 85.66 million yuan of investment in infrastructure and 279.57 million yuan of investment in industrial projects.

Making the utmost of Anshun’s available civil aviation foundation, the base has developed into a core area of aircraft manufacturing by focusing on aircraft manufacturing and resources for specialized production. In addition, there is a correlative industrial area in the south of the development zone and an air-area industrial park in the north of the development zone, which focuses on aircraft manufacturing and a reliance on Huangguoshu Airport. Pingba county built an aero-engine industrial park, by gathering industrial resources and expanding its scale on the foundation of aero-engine manufacturing.

In 2011, industrial output value reached 3 billion yuan, and the industrial added value was 714.95 million yuan. Paid-in investment amounted to 845.56 million yuan. So far, 43 enterprises have settled in the base.
