The new "dual circulation" development pattern, which looks at the domestic market as the country's economic mainstay, with domestic and foreign markets complementing each other, was stressed in the communique of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China, which was released on Oct 29.

The development pattern will help China build a complete domestic supply and demand system, while meeting people's growing needs for a better life.

The session emphasized that people of all ethnic groups in the country should work together to win the fight against poverty on schedule, build a well-off society on schedule, and achieve the first of the Two Centenary Goals, laying a solid foundation for a new journey toward building a modern socialist country by 2049.

Guangxi Zhuang autonomous region has always been one of the main focuses in the fight against poverty.

According to Huang Zhiyu, deputy Party secretary of Baise, a total of nine counties and 729 villages have been lifted out of poverty and the remaining 37,800 impoverished people have basically met the conditions for poverty alleviation.

The incidence of poverty in Hechi has dropped from 20.16 percent at the end of 2015 to 1.86 percent at the end of 2019. The three autonomous counties of Luocheng, Du'an, and Dahua are striving to be lifted out of poverty.

All impoverished people in Wuzhou have been lifted out of poverty. Li Yongwen, deputy director of the Wuzhou poverty alleviation office, said that the city will follow the requirements of the plenary meeting to integrate policies, mechanisms, planning, and development, helping the 330,000 people that have been lifted out of poverty achieve more prosperity.

Hezhou has lifted 304,100 people out of poverty, and the incidence of poverty has dropped to 0.66 percent. Lu Biwen, deputy director of the Hezhou poverty alleviation office, said that the city will continue to focus on poverty alleviation industries, follow-up support for relocation, Guangdong-Guangxi poverty alleviation cooperation, as well as poverty alleviation results consolidation.
