The International Horticultural Exposition is divided into two categories: the Universal Exposition and the Specialized Exposition.

For the Universal Exposition, participating countries will build stand-alone pavilions in an area provided for free by the host country to display their own products and technology. The fee for this will be covered by the government of the participating country.

For the Specialized Exposition, the participating country will be responsible for the layout of indoor and outdoor ornaments and exhibits in an area provided by the host country to display some specialized products. According to the rules of international organization, the Universal Exposition will be divided into the General Exposition and Special Exposition. Moreover, the Specialized Exposition falls into four categories: A1, A2, B1 and B2.

A1 refers to Large International Horticultural Exhibitions. An exhibition at the A1 level is allowed to be organized only once per year. Its duration may not be less than three months and no more than six months. The application must be handed in 6-12 years before the opening date of the exhibition and at least 10 countries must agree to participate. Lastly, the exhibition must showcase all aspects of horticulture.

A2 stands for International Horticultural Exhibitions. These exhibitions can not be organized more than twice a year. Also, there must be an interval of at least three months between the opening date of two exhibitions held on the same continent. Their duration may be no less than eight days and no more than 20 days, and at least six different countries must participate.

B1 stands for Permanent International Horticultural Exhibitions. These exhibitions are allowed to be organized only once per year. Their duration may be no less than three months and no more than six months.

B2 stands for National Specialized Exhibitions.
