Abstract: Based on the current situation of domestic business environment, this report has developed its own evaluation indicators and systems on urban business environment on public services, human resources, market environment, innovation environment, financial services, legal systems, and administrative affairs, and made evaluation and analyses on the business environment of 289 cities in China through available statistical data. Research findings show that related governmental departments need to further promote equilibrium of public services among different cities to help enterprises operate efficiently, attract talents to steadily expand employment, improve market supervision for transparent market environment and promote the reform for improving local innovation and entrepreneurial atmosphere. Efforts are also needed to improve financing services of the financial market by enhancing the efficiency of services and increasing inclusive finance, improve judicial efficiency for better legal guarantee, further the reform of streamlining administration, delegating power and enhancing services to optimize administrative services and accelerate digitalization through improving business environment for digital economy.
