Abstract: At present, the profound transformation that China’s economy and society are experiencing has a crucial impact on social governance in both positive and negative aspects. On the positive side, sustained economic growth provides a solid material foundation for social governance, and administrative reform provides institutional environment for promoting service-oriented social governance. At the same time, the structure of social class and governance entities continues to become optimized, and the development of network and information technology boosts social governance intelligence. But viewing from the negative aspect, China’s social governance faces various challenges. Economic risks may be transmitted to the social sector; the coverage of grassroots governance and services in rural areas has been widened; the slow growth of the middle class coexists with the diverse demands of the masses; the social order is impacted by massive migration of population, increased number of aged people, and lowered population growth; the cybercrime increases whereas the relevant management standards lag behind. It is advisable to gradually integrate social governance goals and policies into economic and social system reform, make joint efforts to solve social governance issues by way of precaution and mediation measures and channel great energy into development and services.
