Investigation on central government's special lottery ticket public welfare fund for support of old revolutionary base areas (No 57, 2015)

Abstract:

From the launching of poverty alleviation program in old revolutionary base areas in 2008 to the end of 12th Five-Year Plan period, the Central Government's special lottery ticket public welfare fund has been disbursed to 22 provinces and 421 counties with a total of 5.535 billion yuan. Following the principle of fighting poverty with well-targeted efforts, the Central Government's special lottery ticket public welfare fund program has covered the households in rural villages of old revolutionary base areas. The program has provided aid for the construction of small-scale infrastructure facilities and other utilities for public good which are not yet covered by other poverty alleviation fund programs, and it has also addressed some urgent and critical issues for villagers in these areas. The selection of counties and villages for fund disbursing is made through competition, with the thorough involvement of villagers and proper regulation of fund management. These measures have increased the efficiency of fund utility. Fund input is limited, but it has a wide coverage and prompt efficiency and the gratifying results have won people's support. It is suggested that in the 13th Five-Year Plan period, lottery ticket public welfare fund program for poverty alleviation should still focus on poor and old revolutionary base areas. In addition, the ratio of Central Government's special lottery ticket public welfare fund targeting poverty alleviation should be raised, the amount of local lottery ticket public welfare fund for poverty alleviation should be made clear, more input should be arranged to widen the coverage, and an institutional and normalized supporting mechanism in this regard should be established.
