Abstract:
State-owned capital investment companies serve as an isolation layer between the government and State-owned enterprises and they are different to some extent from commercial businesses and other enterprises in several aspects such as function orientation, share ownership relations, corporate governance, and operation mechanism. The major purpose of launching pilot projects of State-owned capital investment companies is to explore the operation mechanism and figure out their proper relationship with the government and the relevant investment enterprises, so as to find out the appropriate measures for capital management. The government could launch pilot companies of different types, such as policy-oriented or business-oriented companies and make evaluations between them on their different reform effects, and comprehensive comparisons between pilot companies and non-pilot companies and select the qualified ones and move forward with the pilot projects. It also needs to avoid establishing these companies by simply changing the financial platforms or through administrative measures. The pilot companies can also help promote reforms related to mixed ownership and corporate governance. The government needs to improve the organization work to create favorable conditions for the smooth development of relevant pilot projects.
