Abstract:
Based on a field survey and discussions with relevant departments in Beijing, Tianjin, Shanghai, Chongqing, as well as in Guangdong, Hubei, Sichuan, Hunan, Shaanxi and Anhui provinces, the research team found that due to the fact that the top-level design related to State-owned assets and State-owned enterprise reforms is not yet completed, some local governments are still waiting for the introduction of relevant policies to abide by so as not to make any mistakes in their work. Consequently, the above-mentioned reforms have witnessed a slow process.
In view of the great difference between the central and local State-owned assets in terms of size, structure, quality, function, management structure and reform targets, it is regarded that the local governments don't have to follow the central reform pattern entirely, or reform measures issued by the central government. It is suggested that the local governments could explore measures for State-owned assets reforms in combination with top-level guiding principles, and make pilot practice and find out new State-owned assets management models that fit local conditions, so that they could unleash the dividends of reform and provide case analysis and examples in practice for the central government to enrich the top-level design.
