Restructuring of telecommunication market access system

Abstract:
According to the current regulations, a licensing system is adopted in terms of access to the telecommunication market. Along with the deepening reform of telecommunication market and government functions, changes have taken place in the basis on which the market access system was placed. According to the technical characteristics, the structure of telecommunication market in China and the institutional foundation, it is suggested that the telecommunications business should be divided into three categories and therefore three different regulations should be formulated respectively in terms of market access system: licensing, transitional licensing and removal of licensing. To avoid the defects in the licensing system, a time schedule is suggested for opening-up the market.
