'1' means, that the Beijing National Technology Innovation Center will focus on developing a district with global influence, leading to breakthroughs in advanced technology and the creation of new business models. Further efforts will be made to amplify the Zhongguancun impact and exploit the advantages of innovation platforms and policies to the full.
'4' refers to the Tianjin Binhai New District, the Beijing New Airport Economic Cooperation Area, the Zhangjiakou-Chengde Region and the Caofeidian Collaborative Development Demonstration Area. The Tianjin Binhai New District is responsible for the innovation of industrial technology, system integration and application service in the regional innovation system, the Beijing New Airport Economic Cooperation Area undertakes the work of core manufacturing demonstration, the Zhangjiakou-Chengde Region accelerates agriculture innovation, the ecological economy development and infrastructure construction, and the Caofeidian Collaborative Development Demonstration Area is responsible for directing the transformation into a new industrial base.
'3' represents Shijiazhuang, Baodi and Baoding, the three districts with favorable innovation conditions and close connections with Zhongguancun. To construct a world-leading energy industry base Baodi will rely on Zhongguancun New Technology Town to apply green technology in the Beijing-Tianjin-Hebei Region; Shijiazhuang aims to become an industrial base in the south-central Hebei Province focused on biomedical science and electronic information; Baoding will emphasize manufacturing of wind and solar hybrid generation facilities.
'n' indicates the districts with a strong will to cooperate with Zhongguancun and commit to the regional transformation, such as Beichen, Dongli in Tianjin, Qinhuangdao, and Cangzhou in Hebei.
