The State Council has approved the construction of the Zhongguancun National Innovation Demonstration Zone, also known as the Zhongguancun Science Park. It has set focus on the incubation of a batch of innovative enterprises. These companies are dubbed "gazelles" due to their high growth rate.

The Gazelle Plan was jointly initiated by the Administrative Committee of the Zhongguancun Science Park, the Beijing Municipal Committee of Development and Reform, Beijing Municipal Science and Technology Committee and the Beijing Municipal Committee of Economy and Information Technology. The plan is to promote high-tech and high-growth-rate enterprises in the park. As many as 525 enterprises were included in the plan, including Beijing Loongson Technology Service Co Ltd.

Relevant departments are required to provide services and supports to create a favorable environment for "gazelle" companies.
