Giving More, Taking Less and Loosening Control
A key guideline in the current rural policies stressing the government would increase its input to rural areas and agriculture, reduce taxes and fees collected from farmers. The central government has offered various subsidies to farmers. It wrote off agricultural taxes and encouraged farmers to take jobs in cities or in factories in rural areas, eased the administrative control over the circulation of grains and nurtured progress of the rural tertiary sector. First raised in 1998, this principle has been reiterated in 2002, 2003 and 2004. And now it is one of the most essential principles in rural policies stressed again in Premier Wen Jiabao's work report to the ongoing session of the NPC.
