正當朝核問題六方會談在北京艱難進行之時，平息了一段時間的伊朗核問題又起波瀾。在伊朗宣布重啟核活動的決定后，英、法、德三國大為惱火。8月2日，三國外長共同致信伊朗，警告伊朗不要“輕舉妄動”。法國總理德維爾潘更是威脅要將伊朗核問題提交聯(lián)合國安理會解決。外電報道如下：Iran
said it hoped to restart work
at a uranium conversion plant on Wednesday and said a
request by the U.N. nuclear watchdog that it wait a week for
surveillance equipment to be installed was unacceptable.
The spokesman for Iran's Supreme National Security Council Ali
Aghamohammadi said IAEA (International Atomic Energy Agency) inspectors
and Iranian experts were at work at the plant near the central city of
Isfahan.
"They are doing the executive work and we hope that today we will be
able to restart the activities," he told reporters.
Surveillance意為“監(jiān)視，監(jiān)督”，例如：under surveillance（在管制[監(jiān)視]下）；electronic
surveillance（電子監(jiān)視）；aerial surveillance（空中監(jiān)測）；high altitude
surveillance（高空偵察）；distant surveillance（遠距離觀察）；surveillance radar
equipment（監(jiān)視雷達，縮寫為S.R.E）。
針對伊朗核問題出現(xiàn)的新危機，法國媒體認為，能否通過談判解決伊朗核問題，這是對歐盟脫離美國、以獨立外交解決重大國際問題能力的一次重大考驗。
