Chinese-American Xiao Hong raises his hand for the opportunity to speak at the session of the CPPCC National Committee in Beijing on March 7. Xiao, who runs a large Internet company, is among the 38 overseas Chinese invited to attend the session. He is called "Xiao Luo bo", because his English name Robert sounds that way in Chinese.

People like Xiao are not members of the CPPCC, but they are authorized to submit proposals. Xiao prepared a proposal about "Using Big Data to Develop China's Public Diplomacy" in advance. During the two sessions, he puts aside all his work and devoted himself to the presentation. The CPPCC usually doesn't invite the same overseas Chinese to attend the meeting repeatedly.
