根據(jù)第二次提請全國人大常委會會議審議的個人所得稅法修正案草案，我國個人所得稅起征點由原來草案規(guī)定的1500元，調(diào)整為1600元。這是在充分吸收立法聽證會上的公眾意見后做出的決定。

Cutoff的意義很豐富，可以指“指定的期限或終結(jié)點”、“近路、捷徑”、“中斷”等等。如：a cutoff of funds（資金的中斷）；an electricity cutoff（停電）。報道中的cutoff point指的是“起征點”，那么，personal income tax cutoff point 也就是“個人所得稅起征點”。
