Xu: contribute to national and military modernization

While meeting with military
delegation attending the 4th National Congress of the China Disabled Persons'
Federation, Xu Caihou, member of the Secretariat of the CPC Central Committee,
member of the Central Military Commission, and director of the PLA General
Political Department, stressed that all officers and men of the army should,
guided by the important thought of the "Three Represents" and with high sense of
mission and enterprising spirit, contribute to national and military
modernization.
On behalf of the CMC and leaders of the PLA general headquarters/
departments, Xu first expressed cordial greeting to members of the military
delegation attending the 4th National Congress of the China Disabled Persons'
Federation and all disabled persons of the PLA and the Armed Police Force.
Xu said, "Among you, there are self-reliance paradigms who were disabled for
national defense and military modernization drive; there are also outstanding
models who have made great contribution in their assistance to the disabled
persons. In you, we have seen the self-esteem, self-confidence, self-reliance
and independence spirit of military disabled persons; we have seen lofty spirits
of workers who take delight in helping the disabled persons as well as the brand
new outlook displayed by spiritual civilization of the PLA."
Xu pointed out that, our Party and government have always paid great
attention to disabled persons' programme, given special assistance to and
protection for disabled persons, and has formed a good trend of respecting,
understanding, caring and helping disabled persons in the whole society. The
disabled persons' programme has made outstanding achievements. Party committees
at all levels and political organs of the army have also attached great
importance to disabled persons' programme, and organized various activities to
assist disabled population. They have actively cooperated with each other in
making proper arrangements for disabled officers and men, and tried every
possible means to solve their problems. In our socialist country and the
people's army, the programme for the disabled person is a civilized, lofty and
promising programme.
Xu stressed that, while the state has entered a period of accelerating
development of modernization drive and building a well-off society in an
all-round way, the army is facing the new missions of speeding up the military
changes with Chinese characteristics and realization of leapfrog development of
the military modernization. On the new lofty program, it is certain that we will
meet many contradictions and difficulties, and therefore the army especially
need to carry forward the great spirit of hard struggle and courage and
ceaseless self-improvement of the Chinese nation.
