Stronger measures for traffic violations

Stronger measures should be taken to prevent reckless driving, and I would suggest three steps to begin with.

First, open a hotline to allow onsite complains and reports of dangerous driving. Apparently, the road outside the fifth ring in Beijing is now a racing haven for speeding drivers, because of the reduced number of surveillance cameras installed in this area. With a clear red light hanging overhead, many drivers still risk their lives and that of others to jump the light thinking it would save some time. I've managed to write down some plate numbers, but don't know whom I should call to report this in a timely manner.
