The "Chinese Women Development Program" and the "Chinese Children Development Program" (2001-2010) have been formally promulgated and put into practice by the State Council.

This achievement has laid a sound foundation for the sustainable development of women and children in the new century.

The two new programs promulgated by the State Council, which take the promotion of women and children development as the theme, enhancement of the overall qualities of women and children as the focus, protection of the lawful rights and interests of women and children as the fundamentals, constructed, from macrocosm, strategy and policy, a platform for women and children development, set forth the general goal and main targets for women and children development, presented the broad vista for women and children development in the fields of economy, politics, education, health, law and environment. The promulgation and implementation of the two new programs is an effective reflection of implementation of the important thought contained in Comrade Jiang Zemin's "three represent's" and is a major move in furthering the basic national policy on the equality between men and women in the new century.
