Hu added that it is important to develop mutual trust at this sensitive time. "It may be difficult to promote political exchanges now, but exchanges in trade, commerce and nongovernment fields never stop, benefiting people from both sides," he said, proposing that politics be put aside to promote trade and commercial exchanges.

Although he conceded that political exchanges have cooled, Huang Hai-lung, president of the Overseas Chinese Association based in Taipei, said he has no concerns about nongovernmental communication.

"Nothing can stop people's communication. No matter what stance politicians take, nongovernmental communication continues, which enhances mutual understanding," he said.

Zhang Zhijun, head of the Taiwan Affairs Office of the State Council, said he is optimistic about cross-Straits relations and added, "Nongovernmental communication has not only continued, but should be reinforced and deepened. The main force to drive peaceful development between the mainland and Taiwan is not from the government, but from the people."

Chang Yung-chiang, speaker of Taiwan's Lienchiang county council, said Tsai's ambiguous attitude may affect communications between both sides of the Straits. "A leader should take a stance," he added.
