The order elaborated on the 10 tasks and?methods for the local armed forces, including harassing the enemy, blocking the enemy, intercepting the enemy, attacking the enemy, entrapping the enemy, capturing the enemy, wearing out the enemy, starve out the enemy and blinding up the enemy.
