The United States International Trade Commission said on Monday that it would maintain anti-dumping and countervailing duties on off-road tires from China.

The commission is conducting its first five-year review of the measures introduced in 2008.

All six commissioners voted in favor of maintaining the measures.

The US Department of Commerce is required to revoke an antidumping or countervailing duty order, or terminate a suspension agreement, after five years unless the Department of Commerce and the USITC determine that revoking the order or terminating the suspension agreement would be likely to lead to continuation or recurrence of dumping or subsidies (Commerce) and of material injury (USITC) within a reasonably foreseeable time, according to the Uruguay Round Agreements Act.

In September 2008, the US placed antidumping duty and countervailing duty orders on off-road tire products from China, with antidumping rates ranging from zero to 210.48 percent and countervailing rates from 2.45 percent to 14 percent.

The Commerce Department instituted the first five-year review of the measures in August and the USITC voted to conduct full reviews on Nov 20, 2013.
