Suzhou-Huai'an Railway Constuction

Project Progress: 1. The minister of railway and the governors of Anhui and Jiangsu provinces held a meeting to discuss the construction of the railway line and signed the "Summary of Meeting” according to which the MOR and the two provincial governments have agreed on constructing the proposed Suzhou-Huai'an Railway Line. The MOR has already listed the proposed Suzhou-Huai'an Railway Line in the 11th Five Year Plan and will do all it can to start the construction in 2006. The meeting also specified the way of financing and management of the project. Now the preliminary feasibility study of the project has been completed.
2. The proposed Suzhou-Huai'an Railway Line will be invested by the Bureau of
Shanghai Railway administration, Anhui Province Investment Group Co., Ltd. And
Jiangsu Province Railway Co., Ltd. Respectively acting as the representatives of
the Ministry of Railway, the governments of Anhui and Jiangsu provinces. The two
provinces have established a project office for earlier preparation and
coordination and have arranged engineering and technical personnel in charge of
the project.

Profile of the Project Provider: The Anhui Province Investment
Group Co., Ltd was set up in June 1998 by the Anhui Provincial Government and
authorized by the provincial government as the main body of investment and the
operating organ of the state-owned capital. The present investment group co.,
was an amalgamation of the former Anhui Province Railway Construction Investment
Co., Ltd, the former Anhui Province Construction Investment Co,. Ltd, and the
former Anhui Province Agriculture Investment Co., Ltd. The Anhui Province
Investment Group Co., Ltd is the class I large enterprise with the total capital
of RMB5.424 billion.
The aims of the group corporation: to operate and manage the capital
construction fund at the provincial level so as to preserve and increase the
value of the state-owned capital in accordance with the demands of the economic
development strategy, of the industrial policies and of the regional planning,
stipulated by the state and the provincial government; to take an active part in
raising fund to support the key project construction of the province; to breed
and develop basic industry, pillar industry and high-tech & new industry so
as to accelerate the strategic adjustment of economic
structure.
