Efforts to enhance psychological rehabilitation for juvenile offenders and support their reintegration into society will be intensified, according to an official from the Standing Committee of the National People's Congress.

Shi Chunfeng, spokesman for the NPC Standing Committee's Legislative Affairs Commission, announced at a news conference on Friday that these priorities are emphasized in the draft revision of the Prison Law, which will be reviewed by the NPC Standing Committee during its upcoming session in Beijing from Apr 27 to 30.

The draft amendments call for improved rehabilitation and education programs for inmates and mandates that prosecutors enhance their oversight of sentence execution outside prison, sentence reductions and parole, Shi said.

Additionally, it establishes clear regulations on prison staff conduct, addressing the use of restraint devices and weapons, as well as protocols for meetings between inmates and their lawyers or family members.

During the session, draft amendments to the Law on State-owned Assets of Enterprises, the Agriculture Law, the National Defense Mobilization Law, and the Water Law are expected be submitted for initial review. Draft laws on social assistance, healthcare security, and farmland protection and quality improvement will also be discussed further.

Shi also revealed that this year's legislative agenda highlights several significant initiatives, with a strong focus on drafting and revising laws in financial and foreign-related areas.

"Plans are underway to develop a cross-border anti-corruption law and legislation to protect the rights and interests of overseas Chinese, with an emphasis on enhancing foreign-related provisions in relevant laws," he said.

"Furthermore, new laws are planned to support the development and stability of the financial sector, with potential revisions to the Banking Supervision and Administration Law and the People's Bank of China Law," he added.
